Headcanon: Caught in Castelia City, intended to be used in battle, but eventually became more of an instructional and practice Pokemon for the Gym, because Cheren would have wanted to evolve the Eevee if he actually used it in serious battles. And because the students and Gym Trainers were rather attached to the Eevee.
