Headcanon: Encountered and caught on Route 7 only because the Cubchoo kept following him in hopes of getting food, and Cheren caught it to make sure it wouldn't follow him somewhere it could have gotten hurt. He doesn't use it ever because it's an Ice-type, and way too cold for him.
